Let’s try pure logic to see if Flo’s potential biological father numbers can be reduced just a bit. The seeming potential to do so exists based upon Richards’ debut and her character’s initial dialogue with Bowden’s alter ego.
BB Spoilers: Eric Forrester Ruled Out As Father, But What For?
Eric (John McCook) is probably ruled out, even though Shauna’s words could be interpreted as her not wanting to create trouble with Quinn (Rena Sofer). McCook’s character is world famous and is known to be a good guy. So, Shauna would likely not want to keep Flo from him, even considering the trouble that would cause Mrs. Forrester.
Bill (Don Diamont) is the opposite of Eric, but is likely being ruled out for other reasons. B&B would almost surely not have Flo and Wyatt be revealed as siblings, unless Shauna believes Bill is the guy and is mistaken.
It’s true that Bill, like Eric, is a public figure. Unlike the head of Forrester Creations, Mr. Spencer has not often fronted a good life, though he is currently making amends. But again, a genetic link to this character wouldn’t make sense, as Wyatt is Bill’s son.

Bold And The Beautiful Spoilers: Shauna Fuller May Not Know Who Flo Fuller’s Father Is
Ridge (Thorsten Kaye) is actually a Morone, which, at one time, had its own bad connotation. But if Shauna is being presented as someone who doesn’t want Flo to learn whoever her father, she likely knows this person’s current storyline.
Shauna would know that Ridge is considered a Forrester, therefore making him a desirable father who would help Flo. There’s no real reason for Shauna to dislike Ridge, or for her to try and keep her daughter from him.
As is evident on old television shows, like Small Wonder, Dick Christie (Charlie) had blonde hair before it turned white. Flo’s hair is blonde, but her roots are dark. Theory dashed then?

BB Spoilers: Anybody could be Flo’s Father
The point of the above paragraph is that even a recurring character, like Charlie, could be revealed as Flo’s dad. Would this link play into the current plot, that has widened to include Shauna? Probably not. So, Charlie and similar characters like him, who have no reasonable tie-in to Flo and can likely be crossed off the potential father list.
