Bill is a man that doesn’t play by the rules. He often breaks the way and bends the rules. There’s little doubt that he has judges and high-powered attorneys in his back pocket that could wash away Sheila’s charges. So, if he really wanted to, he could offer her protection.

Steffy will be stunned by Bill’s threat. She cannot believe he would threaten to turn her mother in to the police after all these years. Part of her wants to take the risk just to make sure Sheila pays for her crimes. But another part worries that her mother may go to prison.
