Yes, Ivy is Attracted to Will
Why wouldn’t Ivy be attracted to Will? He’s handsome, talented, and kind. But he’s dating her niece, which is problematic if she wants him. It wouldn’t be proper for Ivy to go after Will when Electra is dating him.
What better way for her to sabotage Will and Electra’s relationship than to shame and blame Dylan and in turn bust up the couple?
The pressure that Ivy is putting on Will and Electra’s relationship over Dylan is real and taking a toll. It would be the perfect strategy for Ivy to strain the relationship and then swoop in when no one expects it.

Think about it: Why was Ivy so adamant about getting Dylan out of town? Her reasoning is that Dylan is tempting Will.
If that’s the case Dylan is standing in Ivy’s way and she would need to get rid of her. In that case, offering her money is more persuasive than simply telling Dylan to leave LA and never come back.
No, Ivy is Not Crushing on Will
Just for funsies, let’s entertain the thought that Ivy is not into Will and is just trying to protect Electra by breaking the couple up.
Ivy saw what Luna Nozawa (Lisa Yamada) did to her niece and maybe she sees Dylan as being like Luna.

In that case, Ivy may be trying to get Dylan neutralized before she makes a play for Will. But we think there is more to Ivy’s behavior than that.
Does Ivy Needs to Mind Her Own Business?
Ivy was disappointed that Liam Spencer (Scott Clifton) was not interested in her and it has to sting that he’s now married to Hope Logan (Annika Noelle).
The rejection could have hurt her a lot more than she’s letting on, which could explain her possible attraction to Will.
Ivy is a bit older than Will but so what? Look at Eric Forrester (John McCook) and Donna Logan (Jennifer Gareis)! Do you think Ivy is trying to break up Electra and Will so she can have him all to herself?
