Li would not allow Finn’s birth mother, Sheila Carter (Kimberlin Brown), to see Novlan’s character before he was presumably laid to rest.
The lack of scenes where Finn would have been visited by Li felt odd. Something is off, as Jack Finnegan (Ted King) has not been seen or spoken of in Los Angeles, California, since news of Finn’s murder broke.
Matsuda and King are not regular cast members. That factor implies either one could handle Sheila outside of the justice system.

Finn spoke fondly of his childhood on more than one occasion. He felt uncomfortable admitting to Steffy that he was adopted, not knowing at the time that Jack was his biological father. Jack kept that fact buried because of his relationship with Sheila.
Sheila’s reveal as Finn’s mother created a major rift between Jack and Finn. It also broke trust between Jack and Li.
It was plausible that Jack and Li would not be together when Matsuda’s character arrived at the hospital following the shootings. But it makes no sense that Jack would not have immediately come back after he apparently learned Finn died.

It has also seemed strange that no discussion of a memorial service for Finn has happened. It is understood that Steffy has been recovering, and there were memory issues.
There has been buzz indicating Finn may have survived the shooting and is alive somewhere. The lack of a morgue scene or preparations for Finn’s presumed burial, cremation, or mention of his body being donated to science fuels this natural speculation.

Taylor Hayes (Krista Allen) was Sheila’s ally. Saving Taylor from falling off the hospital rooftop, after Allen’s character prevented Sheila from jumping, should have increased their grandmotherly bond.
But Sheila’s intent to leap off the roof was rooted in her knowledge of being guilty of killing Finn and shooting Steffy. Her only path to any form of redemption is to admit what she has done.
If Sheila does not, or even if she does, how will Li and an assumed returning Jack deal with their son’s killer and daughter-in-law’s shooter?

No they need to bring Finn back , he was kept in hiding or had memory lost to. He needs to come back
