Bill told Sheila that he needs to know she is not using him. That is not something he can fully determine because of who Sheila is.

However, it appears Bill will take the leap of faith and implement an orchestrated plan to free Sheila from jail. That means charges related to the shooting of Steffy and Finn, along with the apparent death hoax, with be blocked.

Liam and Katie are two influential people in Bill’s life that he knows he will lose when the full reveal about Sheila is known. But Bill is telling himself that she is the best person to pair with at this point in his perceived purely wretched life on B&B.
