Sheila lives in a nice hotel room in some part of Los Angeles, California. However, her history of familiarity with guns and the reality of crime in that city combined to cause Sheila to pack heat.

If Steffy knew that Sheila was carrying a gun that included a silencer, she likely would not have followed Brown’s character into the alley. Regular viewers and Steffy saw Thomas speaking with Sheila at the same location just days before the fateful scenes.

But Steffy was acting on impulse, as she did in various past instances. Sheila was not going to allow her daughter-in-law to expose what happened to Brooke Logan Forrester (Katherine Kelly Lang). So, playing to her villainous type, she took out her concealed item and used it twice.

Finn and Steffy could have laid in that alley for hours or into the next day. But TPTB had a Deacon on duty and needing to dump the trash.

The above pushed the plot, writing Deacon into the gruesome scene. That also put him on Sheila’s target list, though he does not know it.

Deacon’s connection with Sheila makes him the most likely person to link Sheila to the shootings. Instead of him determining the truth or learning it accidentally, Sheila’s mental state makes it possible that she could purge her tortured soul.
