The reason Thomas did not tell his father that Sheila is responsible for Brooke Logan Forrester’s (Katherine Kelly Lang) sobriety break has to do with his mother. Taylor Hayes (Krista Allen) had her heartbroken on multiple occasions. Now, as Sheila implored Thomas to support, he has the power to allow his mother to win.

Thomas knows Sheila’s history, which includes shooting Taylor (as then played by Hunter Tylo). But Brown’s character has claimed reform, which Thomas is in the process of doing himself.
It was not that long ago that Thomas decided to stop being a villain. But he had not bought into Sheila’s claims of doing the same.
While Taylor was willing to give Sheila the benefit of a measured doubt, Thomas sported the same viewpoint as his sister, Steffy Forrester Finnegan (Jacqueline MacInnes Wood). Sheila can not be trusted.

So, keeping Sheila’s secret is causing Thomas deep angst. It would stand to soapy reason that he will confide in someone eventually.

Can Thomas share this information with anyone? There are some possibilities.
He decided that his dad, Ridge Forrester (Thorsten Kaye), does not need to know this information and did not tell it to him when early opportunities arose.
Taylor might be an option. But telling her what Sheila revealed would put his mother in a compromising position. Thomas does not want to do that.

Hope Spencer (Annika Noelle) is a confidant. But she is naturally loyal to Brooke. So Noelle’s character is also out.
Steffy is the most reasonable option. She, like Thomas, wants their parents to be together. So, Thomas could safely unburden himself by telling his trusted sister, who is highly unlikely to reveal the secret.

Thomas has kept Quinn Fuller’s (Rena Sofer) secret. She put alcohol in Brooke’s juice bottle in the recent past and later volunteered that information to Thomas.
Atkinson’s character has not told Brooke or Ridge to date. That means he may never reveal what he just learned. But the difference is the villain, with Sheila being B&B’s arguably greatest. Quinn can be bad but is not in the same category as Brown’s character.
Yes, this reveal is likely inevitable. What happens to the connected members of the currently reconciling Forrester family when it comes out will be worth the watch.

Brooke and Ridge have a right to know what Sheila's done. Thomas should let them know. Telling Steffy, you might as well not tell anyone because she's not going to do anything to split up her "Mommy and Daddy".
Thomas and Steffy keeping this huge secret from their father, who is very much hurting over the breakup with Brooke, will blow up in their collective faces and Ridge will feel he has been betrayed by his own children.
