Time will tell but I suspect that Ciara is playing Victor, she knows he can be ruthless and over protective in a way that not even Ben reaches. But it probably a sitution that Ben and Ciara need Victor to have enough truth in Ciara that he would slip up.. anything else doesn’t really fit the history of these two
