Now, CDL pointed out that it isn’t known if the admission is made on-screen or off-screen. However, he confesses something to Ciara, which means she is alive and he knows exactly where she is.

In fact, it is reasonable to assume that Vincent was nearby the whole time to report back to Eve if Ben actually killed Ciara or not. So, when the plan fell through, Vincent could have kidnapped Ciara and is holding her hostage somewhere.
