Harmony was introduced as a shady character, one of Shiloh’s cult members and procurer of young blood. As it turned out she was behind many young women being abused by Shiloh, including her own daughter, Willow!
In the beginning, Harmony was not a likable character, but over time she saw the error of her ways. After a stint in jail, she came around and helped to squelch the Dawn of Day cult.
The cult is still going strong apparently as they held a memorial for the bad guy recently, but Willow and Harmony have put their past history with the clan far behind them.

In fact, she was willing to protect the baby with her own life when Nelle came to kidnap him away from Willow while she was watching him.
