Even though Kristina Corinthos-Davis (Lexi Ainsworth) was taken out of the initiation ceremony and the Dawn of Day house by Jason Morgan (Steve Burton) and retrieved the cup that held the substance that she was drugged with, Sam knows that the cult and its leader need to be shut down, and the police can’t do it.
Even if there are those in the Port Charles Police Department that know there is wrongdoing, without proof of illegal activities, they cannot open an investigation or obtain warrants, as Detective Harrison Chase (Josh Swickard) mentioned to Michael Corinthos (Chad Duell) when he went to him looking for help for Kristina.
General Hospital viewers, and now Sam know that District Attorney Margaux Dawson (Elizabeth Hendrickson) is involved at Dawn of Day; and Shiloh knows he has a prize in Margaux. He has probably already indoctrinated her enough so that she won’t approve any warrants or investigations against Dawn of Day, and against him personally. But Sam’s game plan is to get close enough to Shiloh to get him to trust her with his secrets, and more than likely record him when he tells her, or possibly even bug the Dawn of Day house to get intel!
Of course, as many General Hospital viewers would know, Sam would have to be very careful about bugs; there are laws about evidence being obtained by wiretapping, and usually the evidence is not admissible in court.

But the wiretapping laws include individuals being recorded or videoed without their knowledge and consent, and if Sam can somehow obtain the recordings of the initiations or at least the recording that Shiloh made of her in the red blindfold, that may be all she needs to go over Margaux’s head and possibly get a federal indictment – or at least get the State of New York involved.

So you would have us believe that two people are responsible for ratings. Either good or bad. Dream is dead forever. Maybe Billy’s acting is responsible.
GH rating have consistently sored whenever Jason, Sam, Sonny and Carly were front and center in the story lines. And if you go back and research, the highest ratings came during “mob” focused stories. The PTB need to visit that thought process again before its to late to save GH.
