Considering that the person with the leverage was Jack Brennan (Chris L. McKenna) and now he’s missing, possibly murdered, it didn’t make a lot of sense.
But on the other hand, there is a chance that Willow could use her Congressional position to cut off funding to the WSB-which is what she’d threatened Jack with.

Willow gets bad news-her mother’s been arrested, and Acting WSB Station Chief William Baines (Alimi Ballard) says he’s got enough to extradite Nina from Port Charles to a WSB site.
There are no Miranda Rights when it comes to WSB investigations, because it’s an international operation-and they use their own personnel and facilities.
Even though the questioning process is taking place in the Port Charles Police Station interrogation room, it’s not a PCPD investigation. Jason Morgan (Steve Burton) was in WSB custody in a black site in Jakarta for months, before he was freed and returned to Port Charles.

Willow Gets Worse Bad News-She Has No Congressional WSB Strings To Pull!
Willow decides to play the last card in her deck and use her Congressional office to defund the WSB, hoping that will force a cease and desist on her mother’s arrest and extradition.
But then she gets even worse news-she has no WSB strings to pull-someone’s gone ahead of her and blocked her move!
Willow has a funny feeling that before Jack disappeared, he leaked her secrets he was keeping-and her leverage over him is no good if he’s not around.
She’s not sure what she can do to help her mother unless she can find out what happened. But she’s not in a position to play “The Fugitive” looking for the “one armed man”-all she can do is make sure her mother has legal representation!
