Drew Has Locked-In Syndrome
Willow has already thought all of this out, starting with when she put Tracy Quartermaine’s (Jane Elliot) copied house key on Michael’s key ring outside Alexis Davis’ (Nancy Lee Grahn) office!
She, Michael, Ric Lansing (Rick Hearst) and Alexis were working out the visitation and custody agreement to present to the judge in the custody court. Then, the next day it was time for Drew to be released from General Hospital, diagnosed with locked-in syndrome.
This is the same condition that Ryan Chamberlain (Jon Lindstrom) had faked-Drew can understand but can’t move or speak, other than blinking his eyes-once for yes, two for no.
Willow had to plot a plan B to get her children all to herself, just in case Michael wasn’t arrested and convicted for Drew’s shooting.
It Would Be Difficult To Fake Evidence That Michael Had Shot The Gun The First Time

It would be difficult to fake evidence that Michael had shot the gun from Edward Quartermaine’s (John Ingle) collection the first time. The gun was found, prints wiped clean, in Willow’s room at Elizabeth Baldwin’s (Rebecca Herbst), and Drew failed to prove Michael shot it before.
Willow has to make sure that Michael goes to prison for good, and the best way to do that is to finish killing Drew and frame Michael for it. There is a good point that the son of Sonny Corinthos (Maurice Benard) wouldn’t have left Drew alive.
Willow was exonerated on the reasonable doubt that someone besides her could have shot Drew-but not that he did, so the killing has to be finished!
Drew Is Completely Helpless And The Torture Begins First
Drew is completely helpless and first, Willow metes out her revenge-she told Drew she was the one who shot him, and that now, she is the one in control.

She plans to torture him first, then finish him off-but everything must be timed perfectly, the time of death must be during a time Michael can’t account for his whereabouts.
So Willow has to create a situation for Michael so her murder scenario will fit-rid of both Drew and Michael, there’s no one to stand in the way.
Willow is letting Alexis and her daughters raise Scout Cain (Cosette Abinante), she’s only interested in Wiley and Amelia Corinthos (Viron Weaver, Serenity and Sequoia Mork-Macko). The first steps in her plot completed, the next step is killing Drew and placing Michael at the scene of the crime!
