Yes, Billy (as then played by Billy Miller) made an intractable mistake when he parked at a roadside shop and bought ice cream for a post-play party in the fall of 2013. Doing so allowed his then only child, Delia Abbott (as then played by Sophie Pollono) to be alone.

Delia wasn’t old enough to make a safe decision. So, she let her dog Dash out of her father’s car and he ran off. Delia went after him and a sport utility vehicle, believed, by never fully confirmed as the one Adam (as then played by Michael Muhney) was driving, hit and killed her.

Even Victor offered his sympathies during the aftermath and since. No one who has any heart did, or does blame Billy for that horrific event.
