Nobody fell for it and it’s likely Victor won’t either, especially considering Nikki Newman (Melody Thomas Scott) was one of Ian’s victims years ago as well.
Ian was convincing enough in prison to score an early release, and we still don’t know how he sprung Jordan, but it had to be something nefarious.
The idea of Ian actually being reformed makes about as much sense and is about as believable as a shyster selling oceanfront property in the desert!
