NCIS Season 19 Spoilers – What Is Rule 91?

With season 19 still weeks away, viewers are starting to speculate as to who the killer is. Fans know that Gibbs has been building this boat by hand for several years. It was named Rule 91, which made fans wonder what it meant. Gibbs was always fond of making rules and the list has expanded ever since the show started. Some of the most famous ones are “when you need help, ask” and “never allow suspects to sit together.”

The meaning of Rule 91 was eventually revealed before season 18 ended. In the last episode of the previous season, Ellie Bishop (Emily Wickersham) called Gibbs. The latter brought his boat to the lake and when Ellie saw it, she immediately asked what it meant.

Gibbs answered, “You’re living it. When you decide to walk away, don’t look back.” After their conversation, he continued to look for the body that was connected to his case out on the water while onboard Rule 91. Not long after that, the boat exploded and Gibbs can be seen swimming to safety.

Who Caused The Explosion? Fans Speculate

There were no clues left as to who the culprit was before the episode ended. So fans were quick to conclude that his boat may have been rigged deliberately. Until now, there are no hints as to who was the person behind the explosion.

Some fans think it was the serial killer, others believe that it could have been one of Gibbs’ enemies from his past, while a few said that perhaps, it was Gibbs doing all along. He already knew that he was being followed so by staging the explosion of his boat, he may throw off whoever it is that’s keeping him under surveillance.

However, given that Gibbs will only appear in a few episodes in season 19, it’s highly unlikely that the show will focus on his character. NCIS Season 19 is scheduled to premiere on September 20 on CBS.
