Ashland lied about his identity and stole money from a deceased woman who was his mentor. Billy tries to force Jesse Gaines (Jamison Jones), who apparently had proof of Ashland’s crimes, to tell Victoria the truth and Victor goes ballistic. That makes no logical sense.

Victor is more of a curmudgeon than ever. He railed about Billy for years when the man lost his daughter because Adam Newman (as then played by Michael Muhney) ran her over and drove off. That infamous incident was later revealed as an accident, with Adam believing he was guilty when he may not have been.
Billy also has an addiction problem. So, Victor chided a man who was genetically predisposed to gamble.
Victor’s problem with Billy is that Thompson’s character talks to him straight. Braeden’s character does not like that. Plus, Victor has long hated that his first-born child loved Billy, which was something the now gray moustache could not control.

Nick Newman (Joshua Morrow) listened to his dad and Billy’s doubts about Ashland. Yes, that is another point that could have been added to the last section.
Victor and Billy basically had the same concerns about Ashland. Like Billy, Nick has no financial dog in the hunt and is not in bed with Ashland at Newman Media and as part of the Newman-Locke merger.
The intel that Nick found in Toms River, New Jersey, was more than enough to make Victoria halt her wedding plans. But she was blinded by love. So was Victor, meaning his love of money and control.

Billy’s tell to Lily Winters (Christel Khalil) was direct. They need to go at Victor, or he will crush them.
Teasers indicate that Jessie’s disappearance is a rabbit hole that Victor wants Billy to enter. The lure could be that Jessie’s tale is not fully real or will be used to make Billy look like the bad guy.
Misdirection is something that Victor has practiced with various enemies in the past. So, Billy is walking on dangerous daytime territory because he wanted to protect Victoria from a man who has a backstory that is similar to Victor’s.
And that is one of the main points, Victor sees himself when looking at Ashland. That is why he approves of him. Billy’s shots at Ashland are perceived as shots at Victor by the gray moustache.
