Thomas’ return to Hope for the Future was born after Hope agreed to Liam’s request that she not approve of his rehire. The day following the apparent meeting of minds, Hope endorsed Thomas’ return, and that left Liam reeling.

The co-head of Forrester Creations needed Thomas back at work because HFTF was floundering. Steffy supported her brother’s termination and blocked Hope’s early attempts to rationalize bringing him back.

So, Steffy knows her championing Thomas’ revival sparked the drama that is playing out. However, Steffy never thought Hope would become the pursuer, and that leads to the conversation with Liam.
